Why online payments keep failing in Ecuador
This part is not your fault. Four things are working against you at once.
1. Your bank sees a foreign site and gets nervous
When your Ecuadorian card pays a merchant whose bank sits in another country, the payment is flagged as cross-border. Fraud systems treat those far more harshly.

So the same card that buys your groceries fine will choke on a US subscription page. Nothing is wrong with your card. The rules are just different once the money crosses a border.
2. Online and foreign spending is switched off by default
Many Ecuadorian debit and credit cards ship with foreign online purchases turned off. You have to call, use the app, or visit a branch to switch it on. Then it often switches itself back off after a set period, or caps you at a low monthly limit.
You find out when the payment fails, not before.
3. The 5% ISD on money that leaves the country
Ecuador charges an exit tax called ISD (Impuesto a la Salida de Divisas) on funds that leave the country. The rate for 2026 is 5%.
It applies to card spending on foreign sites — the tax office names Amazon, Netflix, Spotify and Uber directly. Banks act as collection agents and take it off your billing. There is an exempt amount of USD 5,188.26 per person per year across all your cards. (Source: SRI, Ecuador's tax authority)
Most people never cross that line. But it does mean your bank card carries an extra layer of rules that a foreign merchant knows nothing about.
4. Some sites simply do not accept Ecuadorian cards
Ad platforms, a few app stores, and plenty of smaller merchants keep country lists. If Ecuador is not on the list, no amount of calling your bank will fix it.

Ecuador runs on US dollars and that changes which card you need
Ecuador dropped the sucre and adopted the US dollar as its official currency in 2000. It has used the dollar ever since.
